Well you throw resistors everywhere, mostly because it'll keep you from blowing out components and limits the flow of electrons in a certain direction. Caps store energy and provide a boost in areas on the circuit where you need it. Pots, are knobs that act as variable resistors (like a volume knob). The MAKE store has videos for rent on circuit building and just from reading sites like instructable you can get a wealth of info from the comments left there. And I can't stress enough how awesome that Making things talk book is. You can mix and match different parts of projects and have hundreds of practical arduino based projects to build upon. Though you will get strange looks from your peers. I think its because of the monkey on the cover and the title.
